The papacy helped to create human capital by chartering and protecting universities, but could not effectively control how this human capital would be used. The rise of universities was a direct consequence of the rediscovery of Roman law by both canon and civil lawyers, and the eagerness of both papal and imperial sides to use legal arguments to bolster their standing and authority.
